DESCRIPTION 

Encampments are week-long activities that serve to build a foundation for the cadets from which to build their Civil Air Patrol (CAP) experience.  These week-long events provide in-depth orientation to Civil Air Patrol and the United States Air Force.  First time cadets can expect to be challenged both mentally and physically during a busy and exciting week of hands on leadership development training, aerospace events and local site activities.  All cadets will have the opportunity to be introduced to the military, learn to overcome challenges, develop time-management skills, enhance their interpersonal skills and have a great time. Excerpts from the operations order are shown below to help members register, pay, and get the most frequently asked-for information. Read the operations order posted on the menu to the right for detailed information.

 

ELIGIBILITY 

APPLICATION PROCEDURES For the purpose of encampment application, there are three types of participant applications: Cadet Applications (Participants), Cadet Cadre Applications, and Senior Staff Applications. 

Prerequisites To attend encampment the applicant must be a current CAP member, in possession of a current CAP identification card, in good standing with Civil Air Patrol, and have a membership expiration date of July 2021 or later. These additional requirements must also be met: 

Cadet Applicants (Participant). Prior to 16 June 2021 cadets attending as a participant must have completed the Curry Achievement (Achievement 1) and be promoted to Cadet Airman (C/Amn). Because of limited slots for cadets, cadets not satisfying this requirement by 16 June 2021 will forfeit their slot to alternate (stand-by) cadets that meet the requirement. Also, must complete: ORM Basic, OPSEC, EO, CPPT (18 years old or more) and Introduction to Safety. Courses must be completed prior to submitting an application. Comply with all the form required for your online application.  All forms must be uploaded in the online application by 16 June 2021.

  • CAPF 162 Member Physical Exam Form (if the cadet have any physical condition)
  • CAPF 163 Permission for Provision of Minor Cadet Over-The-Counter Medication 
  • Read COVID-19 procedures for participants and staff members. 
  • Participants and staff may attend activities only if they meet at least one of the following criteria:
    • Their home wing/unit is in the same phase or higher (less restrictive) as the activity they will attend, OR
    • They have proof that they have been fully vaccinated. Fully vaccinated is defined by CDC at https://www.cdc.gov/coronavirus/2019-ncov/vaccines/fully-vaccinated.html, which is 2 weeks after second dose in a 2-dose series (Moderna or Pfizer) or 2 weeks after single dose vaccine (Johnson and Johnson), OR
    • They have a negative COVID test within three days of starting travel to the activity location. We highly encourage you to send to all of us your Negative COVID-19 results in advanced to expedite your in-processing to the encampment.  Please bring a hard copy of your results with you to the encampment in-processing area. Emails are: ismael.rodriguez@prwg.cap.govjuan.rodriguez@prwg.cap.gov  and rafael.martinez@prwg.cap.gov.

 

Cadet Cadre (Staff) Applicants. To apply as Cadet Staff all cadets must submit their application by 25 June 2021 as established by Application for Staff letter sent to the Unit Commander on 20 February 2021.  The cadets will provide in the application the top three options for staff positions; we will notify to the cadet the position he/she will be held no later than 30 June 2021. Then they granted until 4 July 2021 to make the payment.  Cadet staff must wait until he/she is selected prior to apply. Cadets 18 and over must complete Cadet Protection Policy Training (CPPT) prior to 25 June 2021. Also must complete: ORM Basic, OPSEC, EO and Introduction to Safety. Courses must be complete prior to submitting an application. Comply with all the form required for your online application.  All forms must be uploaded in the online application by 25 June 2021.

Senior Staff Applicants. To apply as SM’s staff all adults must submit their application by 25 June 2021 as established by Application for Staff letter sent to the Unit Commander on 20 February 2021.  SM’s will provide in the application the top three options for staff positions; we will notify to the member the position he/she will be held no later than 30 June 2021.  SM staff must wait until he/she is selected prior to apply. All seniors must have completed Level 1, to include OPSEC and Equal Opportunity training available through e-services. Also must complete: ORM Basic and Intermediate and Introduction to Safety. Courses must be complete prior to submitting an application Comply with all the form required for your online application.  All forms must be uploaded in the online application by 25 June 2021.

  • SM's with the age 16 or more must have the COVID-19 vaccine and the evidence must be provided/uploaded in the application

Senior Members with any experience in cadet programs are desired however not required. Also all members that want to be Transportation Officer at the SLA must have the PR State Driver License Category IV along with the CAP Driver License.

 

FEES 

Cadet student registration is $300.00 (Due Date: 16 June 2021) 

Cadet Staff registration is $70.00 (Due Date: 25 June 2021) 

Senior member registration is $70.00 (Due Date: 25 June 2021) 

Cadet Encampment Assistance Program 

Thanks to Air Force support, CAP has special funding available this year to cover encampment fees, uniforms, and other costs associated with our encampment program, with an emphasis on serving economically disadvantaged cadets. This application can be accessed via the "Cadet Programs" module on eServices. Please see the National CEAP page for more information, including detailed application instructions. Please note the PRWG staff has no access to a cadet's application nor are we able to check the status of an application.

EXECUTION 

  • Staff (cadet cadre and senior members) will arrive no later than 1700 hours on 24 July 2021 for in-processing and organization. Staff (cadet cadre and senior members) will be dismissed at 1600 hours following the academy final out inspection.  
  • Participants: (Students) will arrive between 1400 - 1600 hours on 25 July 2021 and shall eat lunch prior to arrival. Participants will be dismissed upon completion of the graduation ceremony and sign-out at 1230 on 31 July 2021. 
  • Early or late arrivals will not be accepted. Departures must be coordinated and required the academy director’s approval. Any member departing encampment prior to official release by the commander will be denied encampment participation credit.  
  • Cancellations or refunds will be allow since all cadets will use the CEAP scholarship. Important that if a cadets apply for CEAP and will not attend the encampment MUST notify us a week in advance as minimum.  

 

CHECK IN PROCEDURES 

  • Cadet will be arrived at the Camp Santiago Main Gate with parent(s) (No carpooling is recommended to avoid cross contamination) between 1400 – 1600 hours.  Adult(s) must have a current driver license to be able to enter the military installation.  Speed limit inside the installation is 25 mph.  Mask must be always wearing, and the cadet must have a hard copy of the COVID-19 Negative result on them.
  • Parents will drive and they will pass over a bridge, then they will see in the right-hand side a display of aircraft, then the gas station and then the Flag Poles (to the right) and then you will see the Theater to the left. Continue you see tents with CAP logo doing the in processing.
  • Parents and cadets will be asking certain questions and temperature will be check.
  • Cadets then proceed to grab your belonging and continue the check in by himself/herself. Parent must wait until in a designated area waiting for staff member or the cadet to let them, they were admitted into the encampment.  Reason for the parents to wait is just in case we have to turn the cadets away for any particular reason.  Note: Cellphone will be taken from the cadet until the completion of the encampment.
  • At that time parents will receive a color-coded page with the Graduation Information (date and time), Welcome Briefing Link, Wing Facebook page, and any other important information you need to know.

PAYMENT METHODS 

In accordance to the encampment rules; encampment payments shall only be made online via PayPal, major credit/debit card or Wing Banker transfer. PayPal or credit/debit card is the preferred method.  CEAP scholarship application also is one of the payment methods.  

If you're registering as a student, CEAP will cover the cadet fee if they apply and was approved by NHQ.  If you're applying for a staff position, do not pay until you've been confirmed as staff. Read carefully the Request for Applications for Staff: Cadet and Senior Member, 2021 PRWG Summer Leadership Academy send to PRWG ALL on 20 Feb 2021 for details.

 

REFUND POLICY 

All refunds must be requested directly to the PRWG Cadet Programs Officer. For this year encampment refund will not be granted unless extenuating circumstances happened.  

 

FAILURE TO PAY 

Any member failing to provide fee payment by the deadline may forfeit their encampment slot. Extensions to the payment deadline may be granted by the encampment commander for extenuating circumstances. These requests must be sent directly to the encampment commander for approval.  

 

REGISTRATION 

Fill out every single field of the online application. Failure to fill everything out will cause your application to not be accepted. 

Have your scanned and completed documents ready prior to doing the online application. 

Remember that you will receive a registration confirmation from Puerto Rico Wing in addition to a PayPal receipt. You must have both to be considered fully registered.

 

Cadet Student Registration


Cadets applying for their first encampment; apply here. Cadets can register for the Summer Leadership Academy but the registration does not means acceptance to the encampment neither that your CEAP scholarship was approved by NHQ.  If you have a doubt about the CEAP scholarship; ask your Squadron Commander.

Note: If the amount of applications is more than the venue capacity; a selection process will take place.

Note: If the payment for the encampment will be using the PRWG Banking you must follow the rules and regulation established by PRWG Finance Office.  You do not need to submit a payment using this section but need to make sure you choose Wing Banking option in your encampment application.

DEADLINES 

  • 16 June 2021: All first timers’ application due
  • 25 June 2021: All Command staff applications due  
  • 25 June 2021: All other cadet cadre and senior staff applications due 
  • 1 July 2021:  Cadet Staff and senior staff position selection process will take place and notification will be send for personnel selected as staff member
  • 4 July 2021: First-time student/staff registration closes and fees due (if payment using PayPal/Debit or Credit Card or CEAP or Wing Banker transfer) 
  • 10 July 2021: Refunds after this date will be based on final encampment costs. See Refund Policy section.

 

PREPARATION 

All encampment participants will experience long, demanding, and very active days. Cadets can expect to be active about 13-15 hours a day. To be successful at encampment, prior preparation is critical. Arrive at encampment with the correct equipment, well rested, and hydrated. Proper hydration will help prevent many common encampment injuries and serve to keep you healthy during a demanding week. Cadets should study available encampment materials prior to encampment so that the information is fresh and does not result in cramming.

 

TRANSPORTATION 

Transportation to and from the academy is the member’s personal responsibility. Groups and squadrons may, and are encouraged to do so, arrange for common transportation through car pool and utilization of CAP corporate vehicles. Contact your unit commander for details. 

Corporate Vehicles

Senior members are encouraged to bring a CAP van to encampment. Vans shall be turned into the encampment transportation officer upon arrival, and shall arrive with a full tank of fuel. Vans will be returned to the driver on the night prior to departure with a full tank of fuel. Fuel costs for travel to and from encampment will not be reimbursed. This apply only for corporate vehicle assign to the encampment.  

Privately-Owned Vehicles

Cadets who drive to encampment must turn in their vehicle keys upon arrival to the Transportation Officer.  

Carpooling

Carpooling is not encouraged because of the current pandemic situation.  Disallowing carpooling is an attempt to decrease the possibility of cross-contamination.  We hope you will understand.  We ask parents bring their cadet (s) in a personal own vehicle just in case cadet is turned away due to temperature.

 

VISITATION

Visitors are not authorized at academy without the written permission from the academy director. This restriction applies to CAP members not assigned to the academy staff as well as family and friends of participants. The cadet graduation ceremony on 31 July 2021 starting at 1100 hours at the Collazo Field at Camp Santiago.  Any changes will be announced.  Approved visitors will check in at the academy command post upon arrival for a site briefing.

Since the event will be held inside a military installation visitors must have a valid/current ID (military id, passport, driver license), must always wear seatbelt and the speed limit is 25 mph. To be able to attend staff members will ask you certain information on 25 July 2021 so we can grant access to the installation the graduation date. Not providing this information will be impossible for any parent to get into the Camp Santiago at Salinas, PR. 

COVID-19 precautions: All visitors must wear mask/face shield, must bring hand sanitizer, and must keep social distancing between families.  Bring a beach chair, umbrella, and water since shades areas are extremely limited.

GRADUATION AND DISMISSAL 

The graduation ceremony will commence at 1100 Eastern time on Saturday 31 July 2021 at the Collazo Field. Guests are asked to not arrive until after 1000. Guests will be directed to the graduation parking area upon arrival. Students will be dismissed at 1230 after the graduation is concluded and all areas are clean.  

Staff should plan their departure from the encampment location no earlier than 1600 Eastern Time.

ALL guests MUST register at the venue Main Gate and the drivers must possess a valid state driver license.

 

COVID REQUIREMENTS

COVID-19 precautions will take place as follows:

-1. Cadet must bring their personal hand sanitizer, additional mask and clorox wipes (no Lysol spray will be authorize) that last for a week.  Encampment will provide hand sanitizer during the activity is major areas such as: dinning facilities, bathrooms, dorms and classrooms.

-2. Cadet must wear a mask at all times.  Those will be provided by the encampment to each cadet. (Total of 14 mask will be provided to them).  The cadet are free to bring additional ones if they want.

-3. Social distancing will be a top priority here.  Six feet between each individual while marching will be mandatory. For classes and small spaces each cadet will have a face shield plus plastics dividers between them.  Each area will be sanitize after the use with a foger. 

-4. Mandatory COVID-19 negative results test will be required for the cadets 72 hours prior to the first day of the encampment.  All parents or relative join us at the Graduation Ceremony must have a COVID-19 negative results or provide evidence of fully vaccination.

-5. Temperature will be taking twice (2) times a day during the entire encampment; including during the in processing.
